The Superintendent

The "Superintendent" is the primary Urban Infrastructure A.I. construct, in charge of monitoring New Mombasa, a port city on the southeastern coast of Kenya.

After the First Battle of Earth and the Prophet of Regret's retreat, the Superintendent scanned the city for any lifesigns or activity, and later aided a young Rookie in evading Covenant foot patrols in the rubble of the city by activating lights and signs, leading him to safety.

Gameplay

This act has created speculation that he might act as a guide for the player in Halo 3: ODST, similar to how Cortana assisted the player throughout the Halo trilogy. He is most likely a "dumb" AI, unlike Cortana who was a "smart" AI, due to the fact that he seemed uncomprehending of the situation on the ground, though he was smart enough to realize that after he searched the New Mombasa police records for a drop pod, and attempted to search the UNSC database before being blocked by an ONI command.
